I was disappointed there was no mention of using markets or incentives to achieve their recommendations. The roundtable is composed of water related regulatory agencies, conservation & agriculture groups, utilities and consultants. Perhaps adding some economic / financial points-of-view to their roundtable would help create financially viable conservation models to drive their recommendations.
